A BILL to amend and reenact section thirteen, article nine, chapter
sixty-four of the code of West Virginia, one thousand nine
hundred thirty-one, as amended, relating to amending the board
of barbers and cosmetologists rule which provides procedures,
criteria and curricula for examination and licensure of
barbers, cosmetologists, manicurists and aestheticians.
Be it enacted by the Legislature of West Virginia:
That section thirteen, article nine, chapter sixty-four of the
code of West Virginia, one thousand nine hundred thirty-one, as
amended, be amended and reenacted to read as follows:
ARTICLE 9. AUTHORIZATION FOR MISCELLANEOUS AGENCIES AND BOARDS TO
PROMULGATE LEGISLATIVE RULES.
§64-9-13. Board of barbers and cosmetologists.
The legislative rule of the board of barbers and
cosmetologists contained in title three, series one of the code of
state rules, relating to procedures, criteria and curricula for
examination and licensure of barbers, cosmetologists, manicurists
and aestheticians, is reauthorized with the following amendment:
On page two of the published code of state rules, section
five, by adding a new subsection, to read as follows:
"5.3.
Every student has the option of completing a course of study
for:
(a) A one thousand eight hundred hour barbering course,
exclusive of permanent waving license; or
(b) The existing course of study consisting of at least two
thousand clock hours divided as specified in table 3-1A of this
rule and subdivided at the discretion of the faculty of the
school."
NOTE: The purpose of this bill is to give students desiring a
barber license a choice of curriculums.
